Commissioned by Ferdinando Vincenzo Spinelli, Prince of Tarsia, and designed by Domenico Antonio Vaccaro in the 18th century. It is decorated with frescoes by Vaccaro, Nicola Maria Rossi, Nicola Cacciapuoti, and Giovanni De Simone. Originally extending behind the church of San Domenico Soriano, it featured an imposing entrance and ramps for carriages. It housed a small public library, the Tarsia Library.
